Artículo primero. Con cargo a cualesquiera apropiaciones del presupuesto la licencia fiscal de 1951 pagar gastos del Ministerio de Obras Públicas, el Contralor General podrá constituir reservas que le solicite el referido despacho ejecutivo debidamente aprobadas por el Ministerio de Hacienda y Crédito Público, aun cuando el giro o inversión de las urnas reservadas tengan que efectuarse en una vigencia fiscal posterior.
