Las partidas que los Departamentos hayan votado o en lo sucesivo votaren en sus Presupuestos con destino a construcciones escolares, acrecerán para efectos de la distribución el veinte por ciento (20 por 100) del Fondo de Fomento Municipal. En tal virtud el Gobierno departamental al hacer la distribución de que trata el artículo 2º del presente Decreto deberá sumar la partida para construcciones escolares provenientes del presupuesto departamental con el cupo correspondiente del Fondo de Fomento Municipal hasta formar un monto total que será repartido de acuerdo con la prelación establecida en el presente Decreto.
