Facúltase a la Corporación de Desarrollo de Chiquinquirá para contratar, organizar y administrar el funcionamiento de la Lotería de la Villa Republicana de Chiquinquirá, y para invertir los recaudos, dando prioridad a las siguientes obras: financiación de la edificación del Mercado Cubierto, Construcción del Coliseo de Ferias, Financiación de la Construcción del Instituto Universitario, Construcción del Matadero Regional, Construcción del Coliseo Deportivo Cubierto de la ciudad de Chiquinquirá y otras obras de la misma ciudad que requieran inversión.
