Los individuos extranjeros que tomaren parte en asonadas o motines, con pretexto u ocasión de huelgas, además de las sanciones legales a las que haya lugar conforme al derecho común, serán expulsados del territorio nacional, previa la investigación legal correspondiente.

Los individuos extranjeros que hagan propaganda para fomentar motines o asonadas con pretexto de huelgas o sólo para provocar éstas, podrán ser expulsados del territorio, comprobada que sea legalmente su culpabilidad.
