A solicitud del correspondiente Ministerio, el Fondo podrá anticipar, como parte de su aportación, a los Departamento, Intendencias, Comisarías y Municipios, o al Ministerio mismo en el caso previsto en la parte final del inciso segundo del artículo anterior, las sumas necesarias para llevar a efecto los estudios, planos, presupuestos, etc., de las obras, con las formalidades y dentro de la reglamentación que la misma Junta prescriba.
