Artículo tercero . Les nombramientos y traslados hechos en contravención a lo dispuesto en el presente Decreto no serán refrendarlos por los delegados del Ministro de Educación ante los Fondos Educativos Regionales, ni podrán ser incluidos en las nóminas por los pagadores de dichos Fondos.
