Con estricto cumplimiento de lo dispuesto en el articulado de la Ley 7ª de 1944, la “Convención de las Naciones Unidas contra el Tráfico Ilícito de Estupefacientes y Sustancias Sicotrópicas”, suscrita en Viena el 20 de diciembre de 1988 que por esta Ley se aprueba con sus reservas y declaraciones, obligará definitivamente al país a partir de la fecha en que se perfeccione el vínculo internacional respecto de la misma.
