Cuándo en virtud de lo dispuesto en el artículo anterior, un Gobernador de Departamento se proponga iniciar cualquier negociación de empréstito externo, dará cuenta de ello al Gobierno por conducto del Ministerio de Hacienda y Crédito público, con expresión de las líneas generales de la negociación proyectada, a fin de que el Gobierno se forme concepto sobre ella.
