El auxilio que se decreta en el artículo anterior será incluído en el Presupuesto de Rentas y Gastos de la próxima vigencia, y en caso de que así no fuere, queda facultado el Gobierno Nacional para efectuar los traslados, créditos y contracréditos necesarios para darle efectivo cumplimiento.
