Cuando por modificación de las condiciones previstas, según censo legalmente aprobado, un Círculo de Notaría deba considerarse dentro de una categoría distinta, el Gobierno Nacional hará la declaración con fundamento en los cambios operados y se tendrá en cuenta la nueva categoría - inferior o superior - en el periodo subsiguiente para los efectos legales pertinentes.
