Es obligación del Gobierno Nacional incluir preferencialmente en el Presupuesto de Gastos (Apropiaciones), de cada vigencia y con imputación al Ministerio de Educación Nacional, la partida a que se refiere el artículo segundo de esta Ley, hasta la cancelación del auxilio, y queda facultado para hacer los traslados o abrir los créditos que sean indispensables para el total cumplimiento de esta disposición.
