Auméntanse en una tercera parte las penas establecidas en los Títulos II y V del Código Penal para los "Delitos contra el régimen constitucional y la seguridad interior del Estado", y para los "De asociación e instigación para delinquir y de la apología del delito". Las penas establecidas en los mencionados Títulos serán agravadas reemplazando la de arresto por prisión, y la de confinamiento por arresto, respectivamente.
