° El Gobierno procederá á declarar caducado el contrato de 27 de Agosto de1890, sobre construcción del ferrocarril de Buenaventura á Manizales, por no acceder el Congreso á aprobar el contrato número 98 de 1892, celebrado entre el Sr. Ministro de Fomento y el Sr. D. Víctor Mallarino, apoderado general de la Compañía del Ferrocarril del Cauca, sobre prórroga para la construcción del mismo Ferrocarril.
