La presente ley rige a partir de su promulgación, deroga todas las disposiciones que le sean contrarias, en especial el Capítulo XI, artículos 116 y siguientes del Decreto 948 de 1995 y subroga los artículos 83 a 86 de la Ley 99 de 1993 .
