Naturaleza de su relación con el organismo. De acuerdo con el artículo 5° del Decreto 3135 de 1968 las personas que presten sus servicios en la entidad tendrán el carácter de empleados públicos. Sin embargo, la Junta Directiva determinará la clase de actividades que puedan ser desempeñadas por personas vinculadas mediante contrato de trabajo, adicionando los presentes Estatutos.
