º Sobre las vías y en las direcciones indicadas en el artículo 3º de este Decreto, el transporte por particulares de productos a que se refiere el artículo 1º solo podrá hacerse con permiso escrito de la correspondiente oficina del Idema, refrendado por la respectiva gobernación, intendencia o comisaria. Cuando en los lugares donde se origine el transporte no existieren funcionarios de las categorías indicadas, el permiso se otorgará por el alcalde del lugar y el personero municipal.
