Cuando en un Municipio no haya estampillas de timbre nacional, el Expendedor respectivo cobrará el valor de las que correspondan, al ser solicitadas para un documento privado, pondrá al pie de éste una nota firmada por él, en que conste el hecho, y para comprobación de su cuenta, formulará, por triplicado, una atestación, que llevará su firma y la del que paga el impuesto.
