Para ser elegido delegatario se requiere ser colombiano de nacimiento, ciudadano en ejercicio, tener más de treinta y cinco años de edad en la fecha de la elección y, además, haber desempeñado alguno de los cargos de Presidente de la República, Designado, Senador, Representante a la Cámara, Ministro de Despacho, Jefe de Departamento Administrativo, Magistrado de la Corte Suprema de Justicia, del Consejo de Estado o del Tribunal Disciplinario, Procurador General de la Nación, Contralor General de la República, Gobernador de Departamento, Alcalde de Bogotá, o haber ejercido por diez años, a lo menos, una profesión con título universitario.
