El quórum requerido para que el Consejo Asesor del Servicio de Radioaficionado pueda deliberar, lo constituirá el Ministro de Comunicaciones o su delegado, quien lo presidirá, y al menos tres más de sus siete (7) miembros, y las recomendaciones se tomarán con el voto favorable de la mitad más uno de los asistentes.
