Autorízase al Gobierno Nacional para dictar las providencias que fueren necesarias a fin de obtener la suscripción y liquidación de los Bonos a que se refiere el artículo anterior, garantizar adecuadamente su servicio, amortización o intereses, y para celebrar los contratos de fideicomiso a que hubiere lugar.
