Para darle cumplimiento a las Leyes 10 de 1941 y 8ª de 1944, así como a las obligaciones que la Nación ha contraído por pactos internacionales para sanear sus puertos de primera categoría, ella -la Nación- asume o toma a su cargo todos los gastos que demande la construcción del alcantarillado sanitario y pluvial que se construye actualmente en la ciudad de Cartagena.
