Para mitigar los efectos sobre la población cuando se presenten insalvables restricciones en la oferta de gas natural o situaciones de grave emergencia, no transitorias, incluyendo las de racionamiento programado, los Productores-Comercializadores podrán ofrecer gas natural que no cumpla las especificaciones de calidad definidas por la Comisión de Regulación de Energía y Gas, siempre y cuando, no se comprometa la seguridad en la prestación del servicio público domiciliario.
