Establézcase como el Día Cívico del Veterano el 10 de octubre de cada año, con el fin de que su memoria sea honrada, y en remembranza del 10 de octubre de 1821, día en que las tropas patriotas entraron a la ciudad de Cartagena para hacer efectiva la rendición del ejército español e izar por primera vez la bandera de Colombia en los diferentes baluartes y murallas de la ciudad.
