De conformidad con el artículo 208 de la Ley 79 de 1931, la presentación de la factura consular es requisito indispensable para el despacho de la mercancía por las Aduanas de la República. En consecuencia, lo dicho en el numeral 16 del artículo 1º del Decreto 92 del presente año, sólo podrá aplicarse para el despacho de la mercancía importada por encomienda postal, hasta el 1º de agosto venidero.
