Art. 3°. El Poder Ejecutivo podrá rebajar estos precios cuando las circunstancias del Tesoro lo permitan, dando aviso de esta rebaja al público con dos meses de anticipacion. Asimismo, cuando por virtud de rebaja hecha y en fuerza de circunstancias diferentes á las mencionadas en el artículo 2°., esto es, cuando no sea por causa de trastorno del orden público interior o de guerra exterior, elevare los precios rebajados lo bará dando aviso tambien con cuatro meses de anticipacion y con la mayor publicidad posible.
