La conversión de estos títulos de deuda pública externa a títulos canjeables por certificados de cambio no constituye, para quien la realice, renta ni patrimonio en el año en el cual se haya efectuado, ni dará lugar a determinar la renta por el sistema de comparación de patrimonios de que trata el artículo 74 del Decreto 2053 de 1974.
