El Gobierno, en la adjudicación de las becas nacionales, acogerá preferencialmente las solicitudes que formulen los profesionales mencionados en el artículo 1° de esta Ley en demanda de becas o pensiones alimenticias para educar a uno de sus hijos en cualquiera carrera profesional, siempre que el solicitante tenga cuatro o más hijos legítimos y que aquel para el cual se haya pedido la beca o pensión reúna las condiciones morales, mentales y físicas requeridas para ello.
