Artículo segundo. Los Tribunales Superiores de Distrito Judicial harán la designación de los Jueces que les correspondan, creados por el artículo anterior, cuando el Ministerio de Justicia haya dotado las oficinas respectivas de los elementos necesarios efectuado los traslados presupuéstales y dado el aviso oficial correspondiente.
