Los excedentes y saldos no comprometidos del Sistema General de Participaciones al componente de salud pública , que se hayan generado con corte a 31 de diciembre de 2022; podrán ser destinados por los departamentos, distritos y municipios a concurrir, subsidiar y complementar el desarrollo de intervenciones colectivas en el marco de la Atención Primaria en Salud mediante estructuras funcionales y organizativas de los Equipos Básicos en Salud.
