Las concesiones de que trata esta Ley se otorgarán por el Gobierno de la República mediante contrato con los Bancos que hoy existen, para la fundación de Secciones hipotecarias o con los Sindicatos que se organicen para fundar nuevos Bancos exclusivamente hipotecarios.
