Autorízase al Gobierno Nacional para crear los cargos técnicos y nombrar el personal que deba elaborar el Plan Piloto Agropecuario de Boyacá, fijarles sueldos y funciones y apropiar las partidas necesarias, pudiendo abrir los créditos o hacer las apropiaciones indispensables.
