En desarrollo de lo previsto en el artículo 135 de la Constitución Nacional y conforme a la facultad contenida en los artículos 15 y 16 del Decreto-ley 150 de 1976 deléganse en los gobernadores de departamentos la facultad de celebre contratos de acuerdo de pago así como los relativos a constitución y cancelación de garantías reales a que se refiere este Decreto, cuando la cuantía de los mismos sean inferior a diez millones de pesos ($10.000.000) moneda corriente.
