Art.3. º El Poder Ejecutivo reducirá la fuerza de que habla el artículo anterior, cuando no sea necesaria para la conservación del órden público, i segun lo estime conveniente irá haciendo la reducción de los cuerpos hasta ponerlos en estado de cuadros.
