Modifícase el inciso segundo del artículo 6º del Decreto 1706 de 1992, el cual quedará así: "La introducción de mercancías extranjeras al resto del territorio nacional por viajeros solo causará un gravamen único del 12% ad valorem, el cual se liquidará al viajero por el vendedor. Estas mercancías deberán ser destinadas al uso personal del viajero y por lo tanto no podrán ser comercializadas".
