Es la orden de Policía de mantener, reparar, construir, cerrar o reconstruir un inmueble en mal estado o que amenace ruina, con el fin de regresarlo a su estado original o para que no implique riesgo a sus moradores y transeúntes. Esta orden puede aplicarse a cualquier clase de inmueble. Se incluye en esta medida el mantenimiento y cerramiento de predios sin desarrollo o construcción.
