Artículo segundo . En el plazo y forma establecidos en el artículo 27 de la Ley 90 de 1948, el Gobierno podrá reformar los preceptos legales enumerados en el artículo anterior, teniendo en consideración para ello las modificaciones adoptadas en las sesiones plenarias de una u otra Cámara.
