Las Direcciones Regionales o Agencias del ICBF son los organismos de dirección del Sistema a nivel departamental, distrital, intendencial y comisarial. Compartirán esta función con la Junta Administradora Regional, observando las disposiciones estatutarias del caso. En la sección donde funcione una Dirección Regional no podrá funcionar una Agencia. Los Directores Regionales o de Agencia, gozan de autonomía en el ejercicio de sus funciones, sin menoscabo de las normas técnicas y administrativas que rigen el servicio. De acuerdo con ellas, toman las decisiones pertinentes.
