Es deber de la primera autoridad política del lugar, o en su defecto, de otra cualquiera con mando o jurisdicción en la zona de las perforaciones, exigir, para que estas puedan iniciarse o continuarse, el permiso concedido por el Ministerio de Industrias. Si cumplidos treinta días, no se hubiere presentado al funcionario de que aquí trata el permiso correspondiente, deberá impedir todo trabajo de perforación, y tomar y mantener el deposito a la orden del ministerio, a quien dará cuenta inmediata, todos los elementos destinados a la exploración que se hallen en el terreno respectivo.
