Los gastos que se hacen de cargo de los Departamentos por medio de esta Ley, lo serán únicamente mientras que el Tesoro Nacional no se halle en capacidad de atender cumplidamente a ellos. Los Departamentos organizarán los servicios respectivos como lo determinen las Asambleas, y dispondrán la manera de aplicar el trabajo de los presos y detenidos de las Cárceles de circuito y Distrito judicial en beneficio de las Secciones.
