Si lo recaudado excediere de la suma apropiada en el Presupuesto, el Gobierno abrirá los créditos administrativos necesarios para cubrir la diferencia, o los propondrá al Congreso si éste estuviere reunido, por el total del exceso correspondiente que se pagará en tantos contados cuantos meses falten para terminar la vigencia. En caso de que no los proponga podrá hacerlo cualquier miembro del Congreso.
