El Gobierno, al reglamentar esta Ley, hará la distribución de la suma votada, en forma que ella se dedique a la reconstrucción de las zonas incendiadas, incluyendo la Casa Municipal de El Fresno, y a auxiliar a los damnificados. El Gobierno, de acuerdo con el Contralor General de la República, señalará, asimismo, la manera como deben ser manejados y controlados estos fondos.
