Los Departamentos de Boyacá y Santander quedan también autorizados para dar en garantía de los contratos que celebren o para invertir en otra forma en la construcción del mismo ferrocarril, la subvención que corresponde a los kilómetros que esa vía debe de sus territorios y los productos que le empresa, por el término o en la forma que asegure la efectividad de la obra.
