En los acuerdos mensuales de gastos, deberán incluirse necesariamente la totalidad de los gastos ordinarios fijos o periódicos, la cuota parte correspondiente a las apropiaciones destinadas al servicio de la deuda pública, y el monto de los vencimientos por compromisos que deban pagarse en el respectivo mes, antes de votar partidas para las obras y demás campañas o gastos que puedan aplazarse.
