Inclúyase el auxilio de que trata la Ley en el Presupuesto Nacional para la próxima vigencia, y caso de que no se alcanzare a incluir, facultase al Gobierno Nacional para que haga las apropiaciones y traslados correspondientes en el presupuesto Nacional, a fin de que la presente Ley tenga cumplimiento, sin perjuicio de que el auxilio se incluya en los Presupuestos subsiguientes, caso de que no se pudieren hacer traslados en el Presupuesto Nacional, tal como se faculta.
