Serán claveros de las arcas triclaves: de la Corte Electoral, su Presidente, Vicepresidente y Secretario; de la delegación del Registrador Nacional, el Gobernador o su delegado y los dos (2) delegados del Registrador Nacional del Estado Civil; de las Registradurías Distritales y de las ciudades con más de cien mil (100.000) cédulas vigentes, el Alcalde, el Juez Municipal y uno de los dos (2) Registradores Distritales o Municipales; de las demás Registradurías del Estado Civil, el Alcalde, el Juez Municipal y el respectivo Registrador; y de las Registradurías Auxiliares, un delegado del Alcalde, un Juez designado por el Tribunal Superior y el Registrador Auxiliar.
