Artículo primero. El Gobierno Nacional podrá emitir pagar de Deuda Pública Interna con destino a financiar el déficit causado con motivo de la supresión del impuesto a las exportaciones, contemplado en el numeral 26 de la Ley 62 de 1960, hasta por la cantidad de cuarenta y ocho millones doscientos setenta y cuatro mil cuatrocientos treinta y siete pesos con ochenta centavos ($48.274.437.80) moneda legal colombiana.
