Cuando la importación de una mercancía se halle condicionada por la ley al cumplimiento de determinados requisitos, tales como la absorción de materia prima nacional, o la aprobación previa por parte de determinados Ministerios o entidades públicas, la Superintendencia de Comercio Exterior reglamentará la manera como el solicitante de la licencia deba comprobar ante ella el cumplimiento de tales requisitos.
