º De acuerdo con las necesidades de la circulación, el Ministerio del Tesoro irá ordenando las acuñaciones de que trata el artículo anterior, en cantidades que no excedan de quinientos mil pesos ($500,000), y si se trata de acuñaciones en el Exterior, los contratos que se celebren con tal fin serán sometidos a la aprobación del Consejo de Ministros y al estudio del Consejo de Estado.
