Para Ascender Al Grado De Coronel O Capitán De Navío, El Gobierno Escogerá Libremente Entre Los Tenientes Coroneles O Capitanes De Fragata Que Hayan Cumplido Las Condiciones Generales Y Especiales Que Este Estatuto Determina)

Para ascender al grado de Coronel o Capitán de Navío, el Gobierno escogerá libremente entre los Tenientes Coroneles o Capitanes de Fragata que hayan cumplido las condiciones generales y especiales que este Estatuto determina).

Parágrafo

Los Tenientes Coronel y Capitanes de Fragata, que no fueren diplomados como Oficiales de Estado Mayor, para ascender a Coronel o Capitán de Navío deberán presentar, sustentar y aprobar una tesis cuyo tema será impuesto por el Comando General de las Fuerzas Militares.
