La Nación continuará pagándole al Municipio de Cartagena anualidades por la suma de trescientos mil pesos ($ 300.000.00), hasta completar los tres millones de pesos ($ 3.000.000.00), que fueron reconocidos a su favor, como compensación a ciertos desembolsos hechos por el Municipio de Cartagena en determinadas obras nacionales, por el Decreto legislativo número 3146 de 1953, (noviembre 27), anualidades que se vienen incluyendo en el Presupuesto Nacional sucesivamente.
